Samantha is a member of both Reed Smith’s Virginia Government Relations Team and the firm’s State Attorneys General Team. She represents clients before Virginia government, focusing on issues before the Virginia General Assembly. She also advises clients on legal and policy matters involving state attorneys general (AGs) nationwide.
Samantha works with clients on lobbying legislators and other government officials, legislative and regulatory monitoring, and analysis and reporting. She oversees the management of the Reed Smith PAC, Reed Smith’s Virginia political action committee, and also provides guidance on issues related to state-level political giving in all 50 states. Additionally, Samantha frequently conducts essential legal research and 50-state surveys for firm clients.
Prior to joining Reed Smith, Samantha served as a law clerk to the judges of the Sixth Circuit of Virginia. She also worked as a local government affairs analyst for Altria, where she worked on issues that came before local governments across the nation, and as a legislative aide to a senior member of the Virginia Senate, assisting him in his leadership and Chairman roles. While in law school, she completed a clinical placement with the Internal Revenue Service’s Office of Chief Counsel. Samantha draws on her experience of working in and with multiple levels and branches of government to provide clients with a unique perspective in her practice.
While earning her law degree at the University of Richmond Law School, Samantha served as the President of the Trial Advocacy Board and as the Senior Virginia General Assembly and Managing Editor of the Richmond Journal of Law and the Public Interest. She continues to be involved at the University of Richmond Law School as an adjunct professor, teaching a course in legislative advocacy, and as a external competition team coach for the Trial Advocacy Board.
Samantha lives in Downtown Richmond with her fiancé and their dog Nino, who is named after Supreme Court Justice Antonin Scalia.
