Copy Right - Regulation of CMOs in Singapore arrives

The Ministry of Law and Intellectual Property of Singapore (IPOS) have launched a public consultation on draft regulations for Collective Management Organisations (CMOs). The public consultation closes on 4 January 2023. The draft regulations create a class licensing scheme for CMOs. CMOs do not need to register but must comply with “light-touch” requirements to stay licensed. The regulations cover areas including what data CMOs can collect and disclose, how CMOs distribute royalties, what information CMOs must make public and the scenarios where IPOS can intervene. The CMO ecosystem will benefit from increased transparency regarding distribution policies, disputes policies and membership policies. Meanwhile, copyright users will enjoy access to more information about CMOs’ repertoire.

This consultation is part of an ongoing review of Singapore’s copyright regime, specifically on the introduction of a class licensing scheme for CMOs.
